The Ministry of Ecology and Environment, in collaboration with the Ministry of Industry and Information Technology, has issued the “Implementation Plan for the Special Campaign on the Resource Utilization of Industrial Waste Liquids (2026–2030).” Concurrently, new regulations on hazardous waste disposal management have been revised to establish mandatory requirements, such as disposal quotas and emission targets, thereby compelling chemical companies to phase out traditional practices of dilution and discharge or outsourcing disposal, and instead adopt a coordinated approach of “reduction and resource utilization.”
The new policy requires key regulated enterprises to install real-time monitoring equipment to ensure full traceability throughout the waste liquid treatment process. Waste liquids with high salt content, oil content, or high COD must undergo resource recovery. Non-compliant enterprises will face substantial penalties, making the upgrading of industrial waste liquid treatment technologies and the implementation of supporting environmental protection engineering essential for corporate compliance.
Shanghai Hengze Engineering Technology Group holds specialized contracting qualifications for environmental protection engineering and possesses extensive experience in chemical industry environmental projects.
