To promote the transition of the petrochemical industry toward high-end and green development, seven government departments, led by the Ministry of Industry and Information Technology, have jointly issued the “Action Plan for Accelerating the Renewal and Upgrading of Outdated Facilities in the Petrochemical Industry (2026–2029).” The plan addresses issues such as outdated technology, high energy consumption, and inadequate environmental controls in aging facilities by implementing targeted measures—including phasing out outdated facilities, upgrading existing ones, and constructing new, improved facilities—and establishing a long-term renovation mechanism. The plan stipulates that new chemical projects must meet Grade A environmental performance standards. By updating equipment and upgrading processes, the plan aims to reduce fugitive VOC emissions at the source, address industry pain points such as “leaks and spills,” and simultaneously enhance the inherent safety of facilities and green production capacity.
